Ondřej Dvouletý contributed to the new OECD Framework for the Evaluation of SME and Entrepreneurship Policies and Programmes 2023

The OECD has published the new Framework for the Evaluation of SME and Entrepreneurship Policies and Programmes 2023. Since 2018, Ondřej Dvouletý also participated in preparation of this important document. The document was repeatedly presented and reviewed by OECD member states at regular conferences and meetings. It forms part of broader OECD efforts to strengthen policy evaluation across government as a whole. In particular, it will support the implementation of the OECD Recommendation on Public Policy Evaluation [OECD/LEGAL/0478] and the OECD Recommendation on SME and Entrepreneurship Policy [OECD/LEGAL/0473], both adopted by the OECD Council in June 2022.

– The document illustrates what possible tools and policies can be used to support entrepreneurial activity.

– It presents a complex methodological framework for the evaluation of these policies, emphasizing the need to define their expected impacts already during their preparation.

– Explains the specifics of individual evaluation methods, key outcome indicators and the selection of appropriate control groups.

– Furthermore, it summarizes in a structured way the results of 50 evaluation studies from 28 OECD member states, including the Czech Republic.

– Each of these studies is additionally evaluated through the so-called Evaluation Quality Score reflecting selected aspects of the quality of the study, and emphasis is also placed on the choice of suitable and robust methods.
